The city mailed the threatening tax notices first and checked who actually lived there second. Roughly 40% of the people it scared are going to walk.
The Department of Finance mailed about 17,000 notices this summer telling owners they might owe the new surcharge on non-primary homes, then admitted in a court filing this week that it had not yet seen 2025 state income tax data when it did [16][19]. It is now sending 1,210 letters saying never mind, and another 10,800 by Aug. 31 to owners whose status is still unclear [16][19]. The snag is structural: Finance's general counsel told the court that over half the flagged properties are held by trusts, LLCs and partnerships rather than people, and the agency cannot see who is behind them [10]. The law exempts a property if the occupant holds a majority interest in the LLC on the deed, and a 2023 state law that forces LLCs to name their true owners keeps those details locked from the public [10].

Somebody got into the Fulton Street station overnight and turned the sign into "Dolly Parton Street." The MTA took it down by Wednesday afternoon, which is its job, though the agency did once print a rhinestone MetroCard in her honor, so it knows the assignment. Uptown, the Empire State Building went pink and sparkling, and the IFC marquee on Sixth Avenue read "Dolly Parton 1946-2026 IFC Will Always Love You." Ryan Pagano, who uses the Fulton stop five days a week, would not mind if the sign stayed: "Seeing all those efforts and really just seeing that she's more than a musician.
