Gov. Hochul named Attorney General Letitia James special prosecutor in the Cornell fraternity case and backed a bill letting prosecutors charge rape when a victim voluntarily drank or took drugs to the point of incapacity.

James opened an active criminal investigation into the alleged 2024 assault at Cornell's Chi Phi house after Hochul removed Tompkins County DA Matthew Van Houten, who declined charges two years ago [1][13]. The Times reported the accuser's police interview ran about 120 pages, while prosecutors got a six-page statement that left out her saying she was raped [1]. Under current law, someone is "mentally incapacitated" only if drugged without consent, which is why the Senate keeps passing a fix that dies in the Assembly [4][9].

The Astoria-born cookie chain emailed staff Thursday evening that they would not be needed Friday morning, and shut every store in New York, New Jersey and Texas.

Chip City opened its first store at 30-06 34th St. in Astoria in July 2017 and had already closed its Connecticut and Virginia shops in recent weeks [80]. Workers will be paid through Oct. 18, but state law requires 90 days' notice before a mass closure, and a violator can owe up to 60 days of back pay [80]. Days earlier, co-founder Peter Phillips sued over his severance; QNS notes nothing ties that dispute to the closures [80].

A Manhattan-bound A train dragged Yaw Boahene, 57, to his death at Utica Avenue; Gothamist reports the conductor told investigators he was unsure he kept his head out the window as the train left.

The MTA rulebook requires conductors to watch the platform with their heads out until the train has moved 75 feet [31]. According to Gothamist's source, the conductor said he avoided leaning out because he had been assaulted on the job and had never been trained on the sweep [28]. Utica's curved platform is covered by monitors, but the new R211 cars are 60 feet long, so the cab window sits about a foot off from the screens [28]. The conductor and train operator are both out of service while the MTA and NTSB investigate [28].
