Mamdani orders the NYPD's first use-of-force review in a decade

The NYPD let Officer Salvatore Alongi, who shot Win Rozario, retire on a disability pension without notifying the CCRB, so he will never face a disciplinary trial; City Hall answered with a force review and $2.6 million for police oversight.

Police shot 19-year-old Win Rozario at his family's Queens home in March 2024 after he called 911 in a mental health crisis [21]. The CCRB had brought misconduct charges, but no one told it Alongi had applied to retire, so it lost the chance to fast-track his trial [1]. Under the new rules, a retiring officer with pending charges gets reported to the state for decertification, so he cannot simply take a badge elsewhere in New York [21]. The NYPD says the employee who missed the notice was demoted [64].

“As a result of human error, we failed to do so, and I apologize for that mistake.”

NJ Transit's Portal Bridge cutover ends Midtown Direct for five weeks

NJ Transit is down to one track between Newark and Secaucus until Nov. 15, so about 30,000 riders now transfer to PATH, a bus or a ferry to reach Manhattan.

Crews are moving trains from the 116-year-old Portal Bridge over the Hackensack River onto the new fixed Portal North Bridge [70]. Morristown, Gladstone and Montclair-Boonton trains end at Hoboken, and Raritan Valley trains stop at Newark Penn [70]. Amtrak runs eastbound over the new span meanwhile, the same swap done for westbound tracks in February and March [85]. NJ Transit is asking riders to work from home or travel before 7 a.m. or after 9 a.m. [70].
