The ACS records fight
A 16-year-old Bronx boy, Adonis Jarvis, starved to death in his family's Mott Haven apartment in March in a case ACS had already investigated and closed in 2024, reviving longstanding complaints that the child-welfare agency escapes outside scrutiny. Gov. Hochul has not signed a June bill that would force ACS to turn its records over to city investigators, even as the Department of Investigation has flagged roughly 20 child deaths under ACS supervision over the past decade.
