Gov. Hochul's Health Department grew a no-rebid Deloitte contract, originally $177 million in 2023 to build a statewide Medicaid application portal, to $1.1 billion through an $866 million amendment in August, without a new round of competitive bidding. Watchdogs say a change this size should have been rebid, setting up a fight over accountability for the sole-source expansion.
