The Trump administration removed the MTA from the Penn Station reconstruction in April 2025 and handed control to Amtrak, which named a Halmar and Skanska joint venture as master developer and unveiled its station design in June 2026. The MTA holds a prepaid lease running through 2186 with approval rights over the northern half of the station, and two-thirds of Penn's roughly 700,000 daily users ride MTA trains. As of mid-2026 the two sides had not resolved who controls the rebuild.
