The housing fast track

City Planning named 12 community districts, from Bay Ridge to the Upper West Side, that built 883 of the city's 63,870 new affordable homes in five years. Starting Jan. 1, eligible affordable rezonings there get a 90-day review with no City Council vote, under the charter amendment voters passed last November. Council members whose districts are on the list call it a loss of local say.
